Patient Protection and Affordable Care Act: A Week In Review
Sunday, December 6, 2009 at 3:55PM The Senate began debate on November 30th (2009) upon returning from Thanksgiving on Reid's Patient Protection and Affordable Care Act (H.R.3590) . Kathryn Nix, a member of the Young Leaders Program at the Heritage Foundation did an excellent over-view of the first work week of debate.
Over the weekend:
Saturday (12/5/09) dealt with the following;
- Kerry #2926 (on home health agencies) was agreed to 96-0.
- Johanns motion to commit the bill to Finance Committee to prevent the cuts to Home Health Agencies was defeated 41-53. Four Democrats voted for Johanns: Senators Bayh, Lincoln, Nelson (NE) and Webb.
Today, (12/6/09), there were two votes;
- The Lincoln amendment regarding limited compensation for insurance company executives failed 56-42 (there was a 60 vote threshold).
- The Ensign amendment that would cap attorney fees in malpractice cases failed 32-66.
On Monday (12/7/09), the Senate is expected to take up the following amendments;
- Senator Gregg’s amendment to prevent Medicare from being raided for new entitlements and to use Medicare savings to save Medicare;
- Senator Pryor’s amendment to create an “enrollee satisfaction system” for qualified health plans offered through the Exchange;

Interesting how more Senators favor limiting insurance company executive income than limiting attorney income. I wonder why that could be?
